The outcry aroused by the Report
has now had time to die down, and in any
case it has been eclipsed by reactions of the
Sino-Japanese conflict. In the circumstances
it would therefore appear that there is now
no pressing necessity for the appointment of an expert Commission, and I suggest that we
may well let matters continue and Mr. Sloss
work out his own lines of reform on the lines
suggested in (1).
